Insiders of Canada’s technology community reviewed the budget as taking steps in the right direction to help firms scale up operations, but were critical that the Liberal government didn’t go far enough in determining a clear data strategy.
In a budget that announced a total of $22.8 billion in spending over the next five years and will create a projected $19.8 billion deficit in 2020, Finance Minister Bill Morneau addressed some areas that Canada’s technology sector was asking for relief.

On March 19, 2019, the Liberal government Finance Minister, Bill Morneau, released the Federal Budget 2019. It proposed repealing the use of taxable income as a factor in determining a CCPC’s annual expenditure limit for the purpose of the enhanced SR&ED tax credit. As a result, small CCPCs with taxable capital of up to $10 million will benefit from unreduced access to the enhanced refundable SR&ED credit regardless of their taxable income.

Everything is in a flurry at the SREDucation office as we rush to document the changes to the program in relation to our favourite tax credit, the Scientific Research & Experimental Development (SR&ED) tax credit. It appears that the program remains relatively unscathed compared to Budget 2012; however, there are few interesting notes that appear to have made their way into Budget 2013.

The Canada Revenue Agency (CRA) was tasked with improving the administration of the SR&ED program by the Government of Canada. The CRA has recently released a new policy and procedures document as of December 19, 2012, which will come into effect immediately.
